Newborn Screening Bill Passes House Committee; Budget and Bills on Status of Children Considered

Rep. Judy Manning's HB 1066, providing for 29 instead of 13 types of newborn screening and for a $40 fee, passed out of the House Children and Youth Committee with one dissenting vote.

 

Advocates spoke in House and Senate Appropriations subcommittees about human services needs.  Rep. Jeff Brown, Chair of the House Appropriations Health Subcommittee, said trying to provide dental care for Medicaid-eligible pregnant women as a way of reducing the number of pre-term births would receive consideration as a top priority.

 

A House Judiciary Subcommittee recommended that the full committee pass its amended versions of HB 1023 creating a floor age of 16 to marry, with 16 and 17 year olds allowed to marry with parental permission or use a judicial bypass.  There will be no exceptions for pregnancy.  It also recommended an amended HB 847 on emancipation of minors which will not allow emancipation in order to marry and requires that the minor be capable of self-support without reliance on public assistance.
