The Senate met this morning for a short time, and the House followed with a 3 pm session. Speaker Glenn Richardson commented about the small number of bills that have hit the House floor by saying that if just two bills are passed every 10 days he thinks that the citizens of Georgia will be very happy.
On the House floor today, Representative Bobby Reese announced that he was seeking co-sponsors for a resolution asking Congress to block citizenship for U.S. born babies to mothers who are in the country illegally.
The Board of Directors of Voices for Georgia’s Children recently adopted a statement on immigration that states in part that Voices is opposed to the imposition of barriers that would cause undue harm to children solely because of their birthplace or the birthplace of their parents. We will monitor legislation regarding this issue and will examine it under this lens.
Both the House and Senate passed Adjournment Resolutions today. The General Assembly will recess next Monday through Wednesday, February 5th-7th, to allow the House Appropriations Subcommittee to prepare the ’07 Amended Budget. The Legislature will reconvene on Thursday, February 8th and will meet as well on Friday February 9th and Saturday, February 10th. Committees may meet during the recess.

9:30 am Senate convenes. SB 10, Georgia Special Needs Scholarship Act, is on the Rules calendar.

2:30 PM. House Judiciary (non-civil) meets in room 132 CAP. HB 168, a bill to change the qualifications of associate juvenile court judges is on the agenda.

9 a.m. House Code Revision Committee meets in room 415 CLOB to welcome members of the new committee and for organizational purposes.
11 a.m. House Appropriations Human Resources Subcommittee meets in room 341 CAP to make final recommendations on the 07 amended budget.
1 p.m. House Appropriates Education Subcommittee meets in room 415 CLOB to vote on final recommendations on the Amended 07 budget.
2 p.m. House Appropriations General Subcommittee meets in room 415 CLOB to vote on final recommendations on the 07 amended budget.
2 p.m. Senate Finance Committee meets in room 310 CLOB to consider SR 20, Tax Expenditure Limitation which would limit spending growth by setting a cap on the amount of revenue the state can budget each year. We are concerned that this bill would limit Georgia’s ability to fund vital services for children and we will monitor this bill and will inform you as additional developments arise.
2:30 p.m. House Health and Human Services Committee will hold an organizational meeting in room 506 CLOB. HB 73, Department of Community Health, emergency transportation services, is on the agenda.
4 p.m. The Senate Appropriations Human Development Subcommittee will hold a public hearing on the FY 07 and FY08 General Budgets. Sign up sheets will be posted outside room 234 CAP.
