White House Issues New Guidelines for SCHIP

New guidelines for implementing SCHIP handed down from the Bush Administration would, among other things, require eligible children to be uninsured for a year before they can gain access to the publicly funded program.  And any state seeking a waiver to expand eligibility must first demonstrate that 100 percent of children living in households with incomes at 200 percent of the Federal Poverty Level are insured.
